Hamas and several Palestinian factions have agreed to a framework outlining a phased disarmament process in Gaza, marking a significant development in ongoing ceasefire and governance negotiations. The agreement calls for a detailed implementation roadmap to be prepared within 14 days under the supervision of an international verification mechanism.

According to the proposed plan, the disarmament process will begin after the deployment of a National Committee and an International Stabilisation Force in Gaza. Weapons would be inventoried and stored under the National Committee's authority, while heavy weapons would be gradually decommissioned and all military activity brought to an end over time.

Hamas negotiator Ghazi Hamad said the group would only implement the agreement if Israel fulfilled its commitments, including withdrawing its forces from Gaza and allowing reconstruction efforts to move forward. Israel has not yet issued an official response to the proposal.

US President Donald Trump welcomed the agreement, calling it a "monumental step" towards peace and stating that it would pave the way for a new Palestinian administration to govern Gaza in coordination with the Board of Peace. He added that Israel would eventually be replaced by an International Stabilisation Force once the process was completed.

Further talks involving mediators from Egypt, Qatar, Türkiye and the United States are expected in Cairo to finalise the next phase of the ceasefire roadmap. While Hamas has indicated progress in the negotiations, Palestinian Islamic Jihad said reports of a final agreement were premature and expressed reservations about the wording of the proposed document.
