Saudi Arabia: In a bid to ensure a safe and well-organized Hajj season for 1446 AH, Saudi authorities have rolled out strict regulations governing entry into Makkah, accommodation policies, and permit procedures. The measures, coordinated across several ministries, aim to streamline pilgrimage operations and safeguard all participants during this critical period.
According to the Saudi Ministry of Interior, the deadline for Umrah pilgrims to enter Makkah was Sunday, 15 Shawwal 1446 AH (April 13, 2025), with a mandatory departure by Tuesday, 2 Dhul Qadah 1446 AH (April 29, 2025). Starting Wednesday, 25 Shawwal 1446 AH (April 23, 2025), entry into Makkah will be restricted solely to individuals with valid Hajj permits, Makkah residency, or official work authorizations. Umrah permit issuance through the Nusuk platform is suspended from April 29 to June 10, 2025, and tourist visa holders will be barred from entering Makkah during this time unless they hold a valid Hajj visa.
Additionally, the Ministry of Tourism
has declared a ban on all hospitality facilities in Makkah from hosting
individuals without Hajj permits, effective April 29, 2025. The directive
covers hotels, furnished apartments, and guesthouses and will remain in effect
throughout the Hajj season. Violators will face penalties as the Kingdom
intensifies its efforts to ensure compliance and uphold health and security
protocols, reflecting Saudi Arabia's commitment to protecting pilgrims and
enhancing the overall Hajj experience.
