Doha: Around 1,650 of approximately
2,300 services provided by government entities in Qatar are now fully
digitised, as the country advances towards a proactive government model
designed to anticipate the needs of citizens and residents.
Speaking to Qatar Television, Dr. Mohammed
Khalifa Al-Kubaisi, an expert in strategy and government development, explained
that digital transformation has evolved through three stages: electronic
government, where services are placed online; digital government, which
connects systems and simplifies procedures; and proactive government, which
uses data to initiate services before they are requested.
Al-Kubaisi stressed that progress should not
be measured solely by the number of services digitised, but by whether services
can be delivered before citizens request them. He highlighted the importance of
integrating government data to unlock AI's potential, comparing data to fuel
and AI to an engine. AI, he said, could help anticipate needs, support
decision-making, and turn call centres into early-warning systems for emerging
problems.
He pointed to Qatar's national AI and data strategies and the Tasmu programme as examples of progress. He also noted that Qatar moved from 78th to 53rd among 193 countries in the UN E-Government Development Index 2024. Al-Kubaisi identified challenges including "data silos" and differences between government systems, stressing that digital transformation is not merely a technical project but a major government reform initiative requiring strategic integration and qualified personnel.
