Doha, Qatar: India’s Minister of Labour and Employment and Youth Affairs and Sports, H.E. Dr. Mansukh L. Mandaviya, represented the country at the 2nd World Summit for Social Development (WSSD) held in Doha. Concluding his three-day visit to Qatar, Dr. Mandaviya delivered India’s plenary statement and addressed key round-table discussions organized by the International Labour Organization (ILO) and NITI Aayog.

In
his address, Dr. Mandaviya highlighted India’s remarkable progress in social
transformation over the past decade, emphasizing reforms, digital innovation,
and welfare convergence that have lifted over 250 million people out of
poverty. He noted the significant expansion of social security coverage in
India from 19% in 2015 to 64% in 2025. The Minister also spoke at NITI Aayog’s
event, “Pathways
Out of Poverty: India’s Experience in Empowering the Last Mile,”
which drew participation from senior delegates of several countries and
international organizations.
Dr. Mandaviya also participated in the ILO’s
Global Coalition for Social Justice round-table, where he outlined India’s
innovative use of digital tools such as the e-Shram and National Career Service
(NCS) portals. He later met with Qatar’s Minister of Social Development and
Family, H.E. Ms. Buthaina bint Ali Al Jabr Al Nuaimi, and expressed
appreciation for Qatar’s hospitality and support to the large Indian community
in the country.
During his visit, the Minister held bilateral
meetings with counterparts from Russia, Romania, Mauritius, and the EU, as well
as senior officials from ILO and UNESCAP. The discussions focused on promoting
safe migration, enhancing skill development, and strengthening cooperation in
labour mobility and social protection. He also interacted with local employers
in an event showcasing India’s NCS Portal, aimed at connecting job seekers and
businesses for inclusive labour opportunities.
Dr. Mandaviya toured Qatar’s leading sports facilities including Aspire Zone, Aspetar Orthopaedic and Sports Medicine Hospital, and Lusail Stadium. He praised Qatar’s world-class infrastructure and discussed future collaborations in sports management and youth engagement. His visit reaffirmed India’s commitment to global social progress and opened new avenues for India-Qatar cooperation in labour, development, and sports.
