Heavy penalties announced for Hajj visa and permit violations

Riyadh: The Saudi Ministry of Interior has announced strict new penalties for unauthorized Hajj participation, effective from April 18 through the end of the pilgrimage season. The regulations target both illegal pilgrims and those who facilitate their entry, transport, or stay in Makkah.

Penalties for violation include:

  • SR 20,000 fine: For individuals performing or attempting to perform Hajj without a permit, or visit visa holders entering Makkah illegally.
  • SR 100,000 fine: For anyone providing transportation, shelter, or assistance to unauthorized pilgrims (fine multiplied per violator).
  • Deportation & 10-year ban: For residents or visa overstayers caught infiltrating Makkah without a permit.
  • Vehicle Confiscation: Authorities may seize any vehicle used to transport illegal pilgrims.

Those penalized have 30 days to file a grievance and 60 days to appeal to the Administrative Court. The ministry urges everyone to follow official regulations and report violations by calling 911 in the Makkah region.
