Doha: Qatar plans to unveil a nationwide framework to empower priority care groups, foster long-term self-reliance, and expand specialised support systems as part of a push to modernise its social safety net under the Third National Development Strategy.

Key initiatives include a dedicated home-based social care initiative for elderly citizens, mandatory early assessments across schools to identify children requiring tailored learning or developmental support, and expanding specialised social centres for persons with disabilities. The country has set a benchmark to raise the workforce participation rate of individuals with disabilities to 30 percent and increase the number of licensed social workers to 35 per 100,000 residents.

Programmes are being introduced to build practical skills and enhance digital literacy among vulnerable groups, helping them participate actively in the modern economy. Qatar also plans to consolidate social services into unified, integrated digital platforms to streamline access and remove institutional barriers, ensuring care reaches everyone in need.
