Qatar: The Ministry of Endowments and Islamic Affairs (Awqaf) has reaffirmed
that performing Hajj without a formal permit is strictly prohibited,
emphasizing that legal authorization is a mandatory requirement for all
pilgrims. This directive is part of a coordinated effort with Saudi authorities
to ensure the safety, security, and organizational integrity of the upcoming
pilgrimage season.
By
enforcing the permit system, the ministry aims to manage crowd density
effectively and ensure that all participants have access to essential health,
transportation, and logistical services. Officials noted that the regulation is
rooted in both administrative necessity and Islamic principles that prioritize
the well-being and safety of the community. Unauthorized attempts to perform
Hajj can lead to overcrowding, which compromises the quality of services and
poses significant risks to the pilgrims' safety.
